Memory quota at Scope and Collection level

Yes, we have always been very clear that Collections and Scopes are logical containers and do not have their resources separated or isolated.

As expected now that we have given logical and security isolation, customers are getting more ambitious and now starting to ask for some resource isolation.

This ask is for memory quota at Collection and Scope level.

This may not be do-able at all, may be too expensive to do etc, etc. But I just want to track the request in case it is feasible.
