[XDCR] Disable DCP flow control

    Description

      Problem
      There have been a few issues with DCP flow control, it also makes the protocol a little more complex, while at the same time there is already flow control at the TCP layer

      Expectation
      The KV team recommend for normal clients (non ns_server client) to not use flow control. It some cases (large bandwidth and slow latency) it should have a positive impact.

      Notes
      We should look to see if gocbcore has ability to disable, then we should run a performance test on leto to see if there is any affects.
