After kill memcached, erlang and restart couchbase server, bucket failed to drop after created

    Description

      Install couchbase server 7.0.0-4291 on 4 centos 7.6 servers.

      Create a cluster and 2 buckets, bucket0 and default.

      Kill all memcached and erlang processes (node 224)

      Restart couchbase server using systemctl (node 224)

      Delete both buckets.

      Rebalance out all 3 nodes from node 224

      Recreate default bucket on node 224.

      Delete default bucket again.  Failed to delete bucket.

      Go to browser to delete default bucket.  Failed to delete default bucket in UI
