XDCR should retry on target auth error, but with exponentially increasing delays

Note: MB-25524 changed the behavior of auto retries on target auth errors.

This issue is to return the auto retries, but want the retries to be done with an exponentially increasing delay.  

Also keep the detailed message to the internal log as well as to the UI log about the target auth errors, and log whenever the retry is done.
