    Description

      rpm has a "–relocate" flag which is intended to allow installing a package to a non-standard location. However, even Fedora's own guidelines strongly suggest not using it. We know that it does not 100% work with our Server installers. We should instead cause the installation to fail without modifying the system if an attempt is made to install the package using it.

      Also, see if there is a corresponding facility for .deb packages and if so, add a similar suppression check.
