[Backup Service] Add backup retention policy

    Description

      Currently backup service task can be backup/merge. It would be nice if we could have retention tasks of the sort of delete anything older than FREQUENCY PERIOD

      So for example, delete backups that are older than 7 days.

      We could also make it more cloud focus by integrating better with cold storage technologies such as glacier.
