[System and Volume Test]: pausing and deployment of handlers not completing

Build: 7.0.0-4657

Test: -test tests/eventing/CC/test_eventing_rebalance.yml -scope tests/eventing/CC/scope_eventing_rebalance.yml (component test)

Steps:

• create 9 node cluster (4 Kv ,3 Eventing , 1 index,  1 n1ql)
• create 15 handlers (bucket op, timers, n1ql, curl,sbm 3 of each )
• deploy bucket op ,timer and n1ql
• Add 1 eventing node
• Delete scope_1 for bucket op(binding scope)
• Remove 1 kv node
• recreate delete scope and collection
• Swap 1 eventing node
• pause bucket op and deploy curl ,sbm simultaneously 

seeing pausing and deployment hung
