[CX] ClusterCbRemoteLinksLifecycleIT 1: lifecycle: alternate-address-rebalance-out

    Description

      ClusterCbRemoteLinksLifecycleIT 1: lifecycle: alternate-address-rebalance-out is failing on rebalance out of the only node that provided an alternate address.  Need to analyze the logs to see if this is a test issue or a product issue, as we do not realize the incompatible topology change in the failing instances.
