    Description

      What's the issue?
      Our CV posts a message to a #tooling-cv slack channel when builds start/complete; this is becoming quite noisy now that we've got more developers/projects on the go.

      What's the fix?
      CV should be updated to only ping the slack channel in the event of a failure i.e. unstable/failed builds.
