Description
A good point reported by Vijay Krishna is the ability to have the concept of configurable base-time-in-seconds for timers so that function code need not be modified when going from test to production. For e.g., base-time-in-seconds is lets say 5 mins while testing and 24 hours in production.
Would be good to have a per-function binding/setting to help with this.

This feature/improvement was not approved. 7.0 is now the branch for future improvements/enhancements. The bar for approving improvements/features for 6.6.3 is much higher than past 6.6.x releases. Based on the specific items proposed and the information in the spreadsheet, none of the proposed enhancements meet criteria to be approved as exceptions.
Removing 6.6.3 from the Fix version per the decision made in the meeting.
