[CX] Disconnect / connect link ability missing for empty links

    Description

      There seems to be no way to connect or disconnect links from the UI if they do not have any associated analytics collections.

      It can be desired to disconnect links prior to performing DDLs, to avoid starting and stopping ingestion repeatedly in case multiple DDLs are expected.
