Eventing: Able to create and deploy handlers in mix mode cluster

    Description

      Cluster consists of 3 nodes - 1 kv, 2 eventing running on 6.6.1-9213
      Create src_bucket, metadata and dst_bucket.
      Create and deploy 2 handlers.
      Upgrade 1 of the eventing nodes to 7.0.0-5083

      After upgrade completion I am able to create and deploy new handlers.
      5-7 minutes later when I try again I start getting following error msg.

      {"code":46,"info":"Life-cycle operations except delete and undeploy are not allowed in a mixed mode cluster"}
