primitives should consult revEpoch when comparing bucket info

The rev attribute of bucket info is generally sufficient for SDK clients to know which information should be preferred. However, this is not true if a quorum failover should occur. To address this a new attribute revEpoch has been added to the bucket info and should be used when comparing different bucket information. See MB-45669 and the attached requirements document for more details.
