Raise a warning in the UI and CLI when a user tries to create merge tasks using backup service for cloud repos

    Description

      We are not supporting merges for cloud repo backups - Currently, a user can create a backup service plan with merge tasks for cloud repos - these tasks will get ignored as they are not supported - it will be good to raise a warning when someone tries to do this so that they are aware of this
