[Backport MB-46369 to 6.6.4] Fix create index token in case of index build failure

    Description

      In case of build error, create token may get created without valid bucketUUID, scopeID, collectionID.

      Also, avoid reporting error in /listCreateTokens, in case of unmarshal failure.
