[CX] Handle local cluster quorum failover

    Description

      On local cluster quorum failover, the revEpoch will advance. We need to:

      1. Ensure that we don't process events with an older revEpoch
      2. Ensure that we don't process events at the same revEpoch and older rev
      3. On revEpoch advancement, force buckets to reconnect, to ensure we are talking to the correct (post-failover) KV vbucket masters
