Support HTTP proxy env variables for access to S3 from cbbackupmgr and for tools-common REST clients

    Description

      1) Currently, cbbackupmgr backup to S3 does not support HTTP proxy settings (NO_PROXY, HTTP_PROXY, HTTPS_PROXY) environment variables to access S3.  The use of the HTTP proxy environment variables should be allowed, as this is a common supported way of accessing S3 via S3 SDK.

      2) Should also allow for Couchbase REST clients in tools-common.
