Dropping travel-sample while it is still loading data causes data load to get "stuck"

    Description

      Summary:
      1. I created a 3 node cluster
      .90  - data service
      .217 - data service

      .215 - data, query, index

      2. Install travel-sample bucket
      But while it was still loading,  I dropped the bucket (because I realised I needed beer-sample instead)
      But as soon as I dropped it, the data loading was "stuck". This meant that I would no longer be able to failover and remove any node, or add new nodes and rebalance the cluster. 

      I could not find any error messages, but I think the issue could be because the bucket got dropped before .215 node was aware of bucket-info.
