rebalance out did not reset the ejected node's state

    Description

      regression from previous builds.

      i removed and rebalaned out 10.202.101.172 from the cluster

      i tried to re-add this node and it failed.

      10.202.101.172:8091 state is usually reset but in this case i was able to even look at the bbucket state and stats
