Node is not coming up after setting master password

Details

    Description

      Tested on 7.0.0 build 5269

      1. Executed command as: couchbase-cli setting-master-password --cluster 172.23.97.87:8091 -u Administrator -p password --new-password password

      Observed result as: 

      SUCCESS: New master password set

      2.  set CB_WAIT_FOR_MASTER_PASSWORD=true

      3. Stop and start the server

      4. couchbase-cli master-password --send-password password

      Error observed as : ERROR: The node is down
