Old CE tools should show deprecation warnings

    Description

      on 7.0 we release cbbackupmgr for CE and the old python tools (cbbackup/cbrestore) are deprecated. When being used they should inform that they are deprecated and to use cbbackupmgr instead.

      We should also update the adoc in the same fashion
