cbimport should return a more informative error when an empty key-gen expression is supplied

What's the issue?
We currently correctly handle the case where an empty key-gen expression is provided, however, the error is not the most informative for the end user.

What's the fix?
When using an import format which requires the key-gen expression to be non-empty, we should return a more informative error.
