Views hunged when rebalancing the nodes out due to process timing out and resulting in rebalancing stuck at 100%

1) Created 20-30 views on default bucket
2) Started to rebalance in and rebalance nodes out in repeatedly.
3) Views querying seemed to be stuck and did not return all results.

took a look at these logs, saw issues around os process timing out
