This is related to MB-47274 (see for repro)
SSL connect error means the system was setup incorrectly and is throwing a connection error.
t could be that the browser doesn't trust the certificate, or when you host your files on both HTTP and HTTPS (the browser will notify your visitors about the non-secure pages) or when there is an issue with the https endpoint. So some setting here got messed up.
I think this was caused as a side effect of the cli command. And you should open a separate MB for it since we should understand the issue behind the error.
