[CBM] Remove the snapshot/failover file implementations

    Description

      What's the issue?
      The new data range logic doesn't require the snapshot/failover file implementations, we should remove them once we've moved over.

      Note that we may still want to apply some of the snapshot sequence number logic in a different location (for example at the bucket stats level).
