[CBBS] From the UI it's not clear that merge tasks are skipped for cloud

    Description

      What's the issue?
      When using a default plan with a cloud archive, merge is still listed but they're never executed (because cloud doesn't support merge).

      What's the fix?
      We should look at conditionally displaying the merge tasks for the default plans depending on whether cloud is being used or not.
