[CBM] Re-add snapshot marker/seqno validation

    Description

      What's the issue?
      The new data range log doesn't require snapshot files, so they've been removed; this was previously where our marker/seqno validation logic took place. We should re-add this logic elsewhere (possibly so that it can be shared between other transfer types)
