Backport - [Eventing][n2n-encryption]: Mutations are not processed after changing ClusterEncryptionLevel

      Build - 7.0.1 - 5062

      STEPS

      1. Enable n2n encryption. ClusterEncryptionLevel is set as control.

        2021-08-03T21:34:25.765-07:00 [Info] Updating node-to-node encryption level: {EncryptData:false DisableNonSSLPorts:false}
        

      2. Create and deploy eventing handler named "test".
      3. Push some docs to source bucket, mutations are getting processed.
      4. Pause eventing handler.
      5. Update ClusterEncryptionLevel to all.

      6. Resume eventing handler.
      7. Push some more docs to source bucket, mutations are not processed.
