[CLI] The UX around changing the cluster-encryption-level should be improved

    Description

      What's the issue?
      Setting the cluster encryption level is something that can be improved, at the moment it's not as clear as it could be.

      couchbase-cli setting-security --cluster [::1] --username Administrator --password asdfasdf --set --cluster-encryption-level all
      ERROR: clusterEncryptionLevel - Can't set cluster encryption level when cluster encryption is disabled.
      

      This error message doesn't indicate how to change the cluster encryption level (i.e. using 'node-to-node-encryption', from an outside perspective, this link isn't clear at all).

      Furthermore, it's likely the user will have to:
      1) Disable auto-failover
      2) Enabled N2N encryption
      3) Re-enable auto-failover
      4) Finally update cluster encryption level

      Could this be improved/streamlined?
