[UI][CE][RBAC] Bucket Application Access Add button is missing

Deploy an ARM amazon linux 2 instance on AWS
Install the amazon2 aarch64 rpm package for couchbase
Init the cluster

Added to 2 Buckets B1 and B2.

Navigated to Security> Users Page to Add user.

Add User selected and tried to add role for Buckets, Application Access selected.

Add button is missing to relect roles related to Bucket Application access.

Note: As per Doc:

Its mentioned as:

It is deprecated so this option should not present on UI .

Note: This bug is specific to ARM, as same tested on Window OS on local machine and ADD button with bucket list is present.
