[CBM] Correctly subscribe and handle DCP expirations

    Description

      What's the issue?
      'cbbackupmgr' currently doesn't subscribe to DCP expirations i.e. we just backup expirations as generic deletions.

      Whilst working on other issues, I've laid the groundwork required to correctly support expirations at the storage/merge and restore level.

      What's the fix?
      We should indicate that we understand DCP expirations when we open DCP streams.
