Major Description
For me, there is a very consistent timing difference between Analytics and the other services when they don't have any rebalancing work to do. It is egregious enough to qualify as a UX "bug" since an otherwise happy ending to rebalance is needlessly prolonged by some mysterious component for a whole 12 seconds. The twelve seconds takes us into another realm of worry on the user's part that it will all fail ultimately. In Data we have vBucket movements to track for however long it takes for the service to complete rebalance, but then the other services give us a bare working status + elapsed time. In other words, I don't know what's going on during those 12 seconds, am VERY bored, and imagine the worst.
