build a new cbpy for neo/master to pickup the right packages in environment.yaml

neo currently uses cbpy 7.0.0-cb3, which was built on cheshire-cat, didn't contain the right cryptography that listed in master branch.

a new build is needed, as 7.1.0-cb1.
