Rebalance In and out is failing with IPV6 only setup

    Description

      setup cluster of ipv6 only with 1 node and than added server into it( By default it will take ipv6 only).

      Performed rebalance and it failed :

      Tried rebalance again and observed as rebalance completed but Rebalance button was still enabled.

      Now with rebalance enabled button I tried to rebalance out and again it failed:
