Disable Group Commit

Testing has found that Group Commit has a minor impact on throughput and latency given the current engine state. In order for Group Commit to be effective, we need to improve the performance of transactions in both kv and magma to trigger the conditions for Group Commit. ie) We need to create a condition where there are multiple transactions waiting on magma's WAL. Given the difficultly to trigger those conditions, it limits our ability to test optimal configurations.

We can reinstate Group Commit at a later date.
