Eventing: Rebalance consistently fails after 1200secs when encryption level is changed with >=1 eventing function in deployed state

Build - 7.0.2 - 13537 (toy build with fix for MB-48103)

STEPS TO REPRODUCE

• Create and deploy handler.
• Load docs into src bucket, verify mutations are processed or not.
• Disable auto failover, enable n2n encryption.
• Perform eventing swap rebalance.
• While rebalance is ongoing change encryption level to strict.
• Rebalance failed as expected with error message encryption level changed.
• Retry rebalance.

OBSERVATION

• Eventing Rebalance times out after 1200 secs.

WORKAROUND

• Reset encryption level to previous value.
• Retry rebalance now, rebalance succeeds.
