      Problem
      cbexport fails with the following error:

      /opt/couchbase/bin/cbexport json -c http://172.23.121.224:8091 -u Administrator -p 'password'  -b default -f list  -o /tmp/export172.23.121.224/default -t 4
      		 
      JSON export failed: invalid sequence number 1 for vBucket 3 snapshot is {Start:0 End:0}

      Steps to reproduce

      • Install Couchbase server 7.1.0-1255 on 2 centos server 7.6
      • Create cluster of 2 nodes.
      • Create default bucket
      • Load 1000 docs to default bucket
      • Export data out of default bucket, failed.
