[CBM] Preallocate the Rift coordination layer buffer

What's the issue?
Currently we don't preallocate the coordination layer buffer, however, if we slightly improve our estimate on the 'riftDocument' size, we can preallocate the required size to avoid having 'runtime.growslice' trigger when we're performing our appends.
