[CBM] Reduce sleep usage in unit testing

What's the issue?
We have a few tests which use sleeps, most of which are a very short period of time, however, this isn't the case for our stat collection testing.

This functionality now relies on our backwards compatible 'GetDuration' environment variable helper, which allows users to supply non-integer multiple of second values i.e. 50ms.
