[CX] Python UDF deployment fails on non-CC nodes

If one attempts to deploy a Python UDF from a node which does not contain a CC, the deployment will return status 500 with message:

If the access logs are inspected further,  the NC attempts to retrieve the library for distribution from the CC, but is returned a 401.
