[System Test] Timestamps on the activity dialog for rebalance are not translated to the timezone of the cluster nodes

      For the rebalance described in MB-48804, the activity dialog on the UI depicts the start and end time for the rebalance. See the attached screenshot.

      These times on the UI are in UTC, while all the nodes in the cluster are in PST timezone. The timestamps should be translated to the timezone on the cluster nodes or else it can get confusing.
