Use server group aware initial replica placement during replica repair

    Description

      During replica repair, the new replicas are placed on the indexer nodes randomly. It does not follow the server group requirements during index placement. The algorithm is supposed to perform necessary index movements. This looks counter intuitive.

      This fixes both use cases replica count increment and rebalance.
