    Description

      Planner can choose to avoid replica repair if it is unable to generate a feasible solution after 3 attempt. This can happen if the cluster is already constrained for resources.

      Prioritising server group constraints over resource constraints can lead to slowdown of mutation processing and scan processing. So, the tradeoff between availability and performance needs to be analysed before fixing this.
