Eventing RBAC: UI improvements

Couple of minor improvements that can be made to UI with the changes added for rbac feature.

1. If bucket for function scope is selected as * than scope should be automatically selected as *.
2. If no value is selected for scope for function scope than Next: Add Code button should be disabled.
3. Function Scope tooltip should include info about what function scope represents.
