    Description

      STEPS
      Create rbac user john having following roles.

      Manage Scope Functions [*:*] , Data Writer [*:*:*] , Data Reader [*:*:*] , Data DCP Reader [*:*:*]

      Create and deploy handler test having owner john.
      Delete and recreate user john in quick succession with same set of roles.

      OBSERVATION
      Handler remains deployed and all further lifecycle operations work fine.
