cbbackupmgr: Send service meta data once

      Problem

      When restoring multiple incremental the meta data for the services (views, indexer) will be sent for each incremental. This put extra load on the cluster, it also means that the cluster could have extra indexes and views as they change over time.

      Suggestion
      Only send the meta data from the latest incremental.
