[CV] Refactor indexes and views related functions in sdk_utils

What's the issue?
Right now we have a number of functions in sdk_utils.py that use the Python SDK, which is not fully updated to support scopes and collections so a number of those functions do not do what they say they do. For example, 'drop_all_indexes' doesn't actually drop all of the indexes but only the ones that belong to the default collection of the default scope.

Right now there is a number of functions that use N1QL queries to achieve the desired functionality for newer tests (cbimport) but we should remove them and update and use the SDK-based functions for all of our tests as soon as the SDK gets updated.
