Rebalance hangs for infinite time

Execution done against 7.1.0-1695

Steps to reproduce:

1. Create cluster 1KV+ 1 (KV+N1ql) + 2(index + N1ql) with 1 Bucket, 2 scopes and 2 collection

2. Create index for each collection with deferred build

3. Build all the indexes and wait for indexes to come up to ready state

4. Add documents till resident ratio reached .9 for indexer nodes

5. Perform CRUD operation for 10 mins 

6. Create index for each collection with deferred build

7. Build all the indexes and wait for indexes to come up to ready state

8. Perform full scan

9. Create index for each collection with deferred build

10. Add two nodes (1 index + 1 n1ql) 

Issue: Rebalance hanged for infinite time. Attaching screenshot showing rebalance is continuing for more than 3 hours.
