[Import] Disable sample importing in mixed mode

    Description

      What's the issue?
      Sample importing is not supported in mixed mode, and in 7.1.0+ it will be disabled in the UI and via REST. We should have a catchall check in 'cbimport' which ensures users can't import samples when the cluster is in mixed mode.
