Major Description
When doing a large scaled P2P and having certain nodes respond with a brokenmap while other node does not (because the brokenmap was cleared in between handling nodes' requests), the brokenMap internalSpecID will be empty for the node that does not have any brokenmap.
When checking whether or not the brokenMap is valid, XDCR needs to exclude the nodes that do not have broken map from voting... otherwise it'll reach an incorrect concensus that there's a split brain
